H.E. Mr. Sok An was born on 16th April 1950 in Kompong Village, Preah Bat Chuan Chhum sub-district, Kirivong district, Takeo Province, Cambodia. He finished his middle school education in 1967 in Chuan Chhum sub-district. He graduated from the faculty of Science and Arts in Literature with Degree in Geography, History and Sociology in 1972. Then he continued his study in the Ecole Normale Superieure (E.N.S) and the National School of Administration (E.N.A) and got his degree in Diplomacy in Cambodia in 1975. He now serves as Deputy Prime Minister of Cambodia and Minister in Charge of the Office of the Council of Ministers of Cambodia.

1980, Secretary to H.E. Mr. Samdech Hun Sen, Minister of Foreign Affairs and later on nominated as Secretary General of the Ministry of Foreign Affairs;
1983, Secretary-General of the Cambodian National Peace Council;
1985, Ambassador Extraordinary and Plenipotentiary of Cambodia to India;
1990, Vice Minister of Foreign Affairs and Vice Minister of Interior;
1991, Head of the General Secretariat of the Supreme National Council of Cambodia and the Head of the Central Cabinet of the Cambodian People's Party;
1993, Member of Parliament of the Takeo Constituency of the National Assembly and nominated as Co-Minister in Charge of the Office of the Council of Ministers of the Royal Government of Cambodia;
1996, Honorary Degree of Doctor of Laws;
1998, MP of the Takeo Constituency of the National Assembly and nominated as Senior Minister in Charge of the Office of the Council of Ministers of the Royal Government of Cambodia
September 1998, Deputy Prime Minister of the Kingdom of Cambodia
2004 - , First Deputy Prime Minister of Cambodia and Minister in Charge of the Office of the Council of Ministers of Cambodia;
He has also served as Chairman of the Council for Demobilization of Armed Forces; Chairman of the National Tourism Authority of Cambodia; Chairman of the Council for Public Administrative Reform; Chairman of the Cambodian National Petroleum Authority (CNPA); Chairman of the Task force on Khmer Rouge Trial; Vice-Chairman of the National Information Communication Technology Development Authority (NIDA).
