Consensus on 2011 Euro-Asia Eco-Safety Conference

As the world enters the second decade of the 21st century, European and Asian countries are at a new starting point in their development. Asia today has overall peace and stability, stronger neighborly friendship, a more robust economy, greater social progress, a more confident people and broader prospects for development. These countries’ developments are not only changing the destiny of the European and Asian people, but also exerting a growing impact on the development of the world.
With a strengthened trend toward multi-polarity and economic globalization and a complicated and fluid international situation, Europe and Asia’s developments face unprecedented opportunities as well as new conditions and challenges. Against this backdrop, it is a relevant and major task for the political parties and governments in Asia to balance development and stability, handle the structural problems of Asian economy, address serious imbalances in development, improve people’s livelihood, and coordinate social and economic development.
Therefore, aiming at enhancing the friendly visits between European countries and Asian countries, further improving the cooperation in economy and trade between countries and regions, enlarging multiple-sided trade, maintaining regional stabilities, expanding the positive results achieved by governments in European and Asian countries in dealing with climate change, protecting ecological environment, improving people’s life and eliminating poverty, the State Council of China has specially approved the establishment of the Euro- Asia Economic Forum Committee. The Forum has been developed as an important platform of dialogues and cooperation for European and Asian counties in the past several years.
We, all of the delegates attending the 2011 Euro-Asia Economic Forum highly appreciate that the European Council president H.E Herman van Rompuy’s speech on resource scarcity, eco-safety and international cooperation. We also appreciates that
the International Eco-safety Cooperative Organization (IESCO) has been contributing to the maintaining of Eco-Safety, protecting of environment and fulfilling of the UN Millennium Development Goals (MDGs). We further realize that current natural calamities and ecological disasters occurred one after another. These ecological crises caused by climate change and economical activities have changed the world’s political structure and posed serious threats to human beings’ normal life. A large number of ecological refugees caused by disasters not only affected the development in the region, but also caused new conflicts and various factors for unstable society.
We also realize the role of young people and regard young people as a major force for a better world, especially for their important role in alleviating poverty. As a matter of fact, urbanization and growing youth population in the developing world are the defining features of this century. Along with the developing of the countries all over the world, the youth will be the dominant force in promoting the urbanization in this century.
We agree that the act of those countries bringing eco-safety and climate change into their party platforms in fulfilling the Declaration of the Sixth General Assembly of Asian Political Parties (Phnom Penh, Cambodia) and Protocol of World Eco-Safety Assembly (Angkor) in December, 2011. We also support that eco-safety legislation be put forward on those countries’ committees and that ecological crime and food safety crime should be severely punished to ensure common people's survival and life security. Moreover, we support that eco-safety and climate change can be taken into account when those countries are planning their education system and national long-term development strategically.
We also agree with the collaboration between UN HABITAT and IESCO. The Urban Youth Fund of UN-HABITAT can promote youth empowerment as well as promote exchange of students on eco-safety practice and sustainable development, since "Youth are pioneers of today and leaders of tomorrow.”
We appeal hereinafter that governments in European and Asian countries should establish state-level comprehensive coordinating institutions of eco-safety and climate change to lead and coordinate the work in relation to natural disasters, ecological
crises, pre-warning of disasters, emergency rescue and help, national disaster evaluation and ecological recovery.
We emphasize that the rapid development of world population growth and globalization has surpassed the earth’s self-purification capacity and the contradiction between global resources shortage and sustainable development has become protruding. Countries must stick to “common but differentiated responsibility” principle in stabilizing greenhouse gas, controlling atmospheric concentration and preventing global warming and ecological environment deteriorating. Based on reasonable use of natural resources, we should actively exploit new resources, popularize energy saving and emission reduction technology, carry out low-carbon ecological city-construction, and reduce the negative effects caused by global climate change.
We support that under the framework of International Eco-Safety Cooperative Organization, the “High Mountain Countries Committee for Ecological Safety” will be initiated in the Federal Democratic Republic of Nepal, and the “High Mountain Countries 10+1 Eco-Safety Summit” will be correspondingly held; The “Mekong Sub-Region Eco-Safety Committee” will be initiated by the Kingdom of Cambodia, and successively, the “Mekong 5+1 Sub-region Eco-Safety Summit” is going to be initiated; Besides, the Republic of Maldives will create the “Island Nations Eco-Safety Committee” and host the “Island Nations Eco-Safety Summit”. We support to build a headquarters of IESCO in China, and initiate the “International Eco-Safety College” in order to cultivate talents on Eco-safety, climate change and sustainable development.
We also support that International Eco-safety Cooperative Organization should continue its instruction in national ecological construction to member states (eco-safety city, eco-safety community, eco-safety zone, eco-safety tourism area, and eco-safety products), and ecological disaster assessment, restoration and ecological construction according to Protocol of World Eco-Safety Conference (Angkor) and ecological safety management system. We will spare no effort to solve ecological crises, cope with climate change, eradicate poverty, improve people's livelihood, and realize the sustainable utilization of resources. We support the “World Eco-Safety
Assembly” and “World Eco-Safety Expo” hosted by International Eco-safety Cooperative Organization. When we join our hands and fight for the common purpose of human welfare, people would foresee the achievements we will make. Although it’s a tough task, we have made up our mind to work hard for a more stable and effective mechanism that serves Euro-Asian people so that the UN Millennium Development Goals can be finally realized.
The Consensus on 2011 Euro-Asia Eco-Safety Conference will be submitted to General Assembly of the United Nations, Economic and Social Council of the United Nations, United Nations Human Settlements Programme and European Commission for record.
The Presidium of International Eco-Safety Cooperative Organization (IESCO) approved to carry out the above consensuses which have been accepted by all the delegates attended this conference.
