Chapter One: General Regulation

Article I: Brief Introduction

In recent years, frequent natural disasters like earthquakes, tsunamis, volcanic eruptions and hurricanes as well as deforestation, devegetation, ocean pollutions, wetland degradation, water pollutions, desertification, bio-losses, land subsidence, extreme weathers, floods, mudslides, droughts, epidemic diseases, food security and food safety caused by climate change and unsustainable economic activities have been seriously threatening human survival and sustainable economic development. They have changed the world political structure and intensified poverties, which cause conflicts. Therefore, initiated by China, with the support and involvement of related UN agencies, IESCO was established in June 2006 according to the UN Millennium Development Goals as a non-profit global international organization. IESCO became an observer at the International Conference of Asian Political Parties (ICAPP) and in July 2011, it was granted UN-ECOSOC’s special consultative and observer status. In October, 2012, IESCO became an advisory institution of ICAPP and COPPPAL.

As IESCO's highest authority, World Ecological Safety Council (Presidium) is responsible for the principal affairs of the organization. It holds the World Ecological Safety Assembly and the World Exposition of Ecological Safety every two years as well as the annual Euro-Asia Ecological Safety Conference.

Objectives

IESCO aims to tackle climate change, handle ecological crisis, achieve urban disaster reduction and ecological restoration, further the goals of MDGs and sustainable development, and gradually achieve the coordinated development of economy, environment, and society through cooperation with political parties, parliaments (congresses), governments, scientific research institutions as well as national think tanks around the world.

"World Ecological Safety Council (Presidium)" is the highest authority of International Ecological Safety Collaborative Organization. The chairperson of the council is the national leader of the sponsoring country of World Ecological Safety Assembly held every two years. The executive chairperson is the co-chairperson of the presidium of IESCO and he or she manages the routine work of the Council and the Presidium. They will be elected every two years and serve no more than two consecutive terms.

Tasks

To support poverty alleviation programs in less developed countries and developing countries; to investigate and analyze the global ecological safety situation; to be engaged in the promotion and utilization of applicable technological achievements in the national economy and publish books and periodicals on ecological safety; to ascertain the priorities of the  development of ecology, population and economy; to assess program outlines and major projects concerning ecological safety; to establish and implement assessment, supervision, certification, arbitration and education based on ecological safety; to provide training programs for engineers, technical personnel and professionals engaged in ecological safety researches; to organize international conferences and world expos on ecological safety; to protect the legal status and interests as well as the intellectual property rights of organization members; to introduce the public the concept of ecology and health, and enhance their awareness of production safety, transportation safety and daily safety; to carry out the popularization and education of lifestyles, production and transportation, as well as daily safety knowledge related to ecology and health; to conduct youth training on technology (employment) with UN-Habitat; to make the Ranking List of World Ecologically Safe Cities with UN-Habitat; to establish the Award for Outstanding Contribution to World Ecological Safety for outstanding leaders in political parties, parliaments (congresses), governments, scientific research sectors and UN-Habitat Youth Innovation and Entrepreneurship Award for excellent scientists, youth innovators and entrepreneurs who make significant contributions to the maintenance of international ecological safety and the realization of UN Millennium Development Goals and sustainable development goals; and to undertake other activities as admissible within the law and in line with the objectives of this document.

Article II: Establishment of World Ecological Safety Council

World Ecological Safety Council was set up upon the approval by the presidium of IESCO in order to better serve the cause of ecological safety and sustainable development. Under World Ecological Safety Council, there are council members including national members, city members, organization members and corporation members. The national members are mainly national governments, parliaments (congresses) and ruling parties. The city members are mainly municipal governments, city councils and ruling parties. The organization members are mainly national think tanks, scientific research sectors and NGOs. The corporation members are mainly financial institutions, fund managements and other reputable enterprise groups at home and abroad. They become council members through application and upon the approval by the presidium of IESCO. Each council member can select their own representatives to participate in the work related to IESCO.

Article III: Principles of World Ecological Safety Council

World Ecological Safety Council runs with integrity, communicates with others, cooperates for mutual benefits and seeks common development. It focuses on close and lasting strategic partnership. The presidium of IESCO will help each council member to improve its core competitiveness and help with their positioning to expand their scales and be professional and international.

Article IV: Objectives of World Ecological Safety Council

World Ecological Safety Council strictly protects the legitimate rights and interests of each council member, actively conducts international communication and cooperation, and provides information concerning ecological safety and climate change for the council members.

 

Chapter Two: Missions

Article V: Missions of World Ecological Safety Council

i. Making full use of the extensive international network of IESCO and the broad international platform provided by International Ecological Safety and UNITY jointly sponsored by IESCO and UN Habitat to provide financing opportunities and branding publicity for the Council.

ii. Facilitating the international communications and cooperation between Council members.

 

Chapter Three: Responsibilities

Article VI: Responsibilities of World Ecological Safety Council

i. Examining the annual report and development plan of the Council;

ii. Hearing the development plans of the council members;

iii. Giving reasonable advice to annual plans of the Council;

iv. Holding discussions with the council members and helping them with their activities.

 

Chapter Four: Structure

Article VII: Formation of World Ecological Safety Council

The position of Chairperson of World Ecological Safety Council is held by a political leader of the nation holding World Ecological Safety Conference every two years. The position of Executive Chairperson is held by the co-chairman of IESCO who takes the charge of daily work.

Chairperson Member Organizations, Vice Chairperson Member Organizations, Standing Member Organizations and Member Organizations are all certificated by and under the supervision of IESCO.

World Ecological Safety Council holds a plenary meeting every two years.

Article VIII: Secretariat of World Ecological Safety Council

 The secretariat of World Ecological Safety Council shares the office with IESCO secretariat, and the secretariat of World Ecological Safety Council is in charge of the daily work.

Article IX: Award and Penalty of World Ecological Safety Council

The member organizations of all levels shall abide by the Regulations of World Ecological Safety Council and perform their duties. Any violation will result in disqualification from the Council after being adjudicated by the IESCO presidium.

 

Chapter Five: Rights and Obligation

 Article X: Rights of Member Organizations

i. Right to Participate

All the member organizations have the equal rights to participate in the making of the guiding principles and layouts of IESCO.

The member organizations higher than Standing Member Organizations have the right to apply for Ecological Safety Fund from IESCO. The amounts are determined by the project. The fund can only be used for the following purposes: theoretical researches, academic exchanges, holding conferences, funding projects and awarding.

Political leaders, experts, scholars and people in charge of enterprises who recognize the Regulations, devote themselves to ecological safety, climate change and cause of sustainable development, and provide support to IESCO can apply for the position of Ecological Safety Ambassador and become an ambassador when it is approved by the IESCO presidium.

ii. Right to be protected

The member organizations enjoy the protected provided by IESCO in terms of laws, rights and interests.

iii. Consultative Services

IESCO provides consultative services for member organizations which cover eco-city construction, ecological communities building, ecological park construction, construction of eco-tourism area, eco-enterprises construction, eco-technologies promotion, eco-products identification, ecological projects restoration, climate change and other information. Related database, libraries and logos of ecological safety are available for them with the authorization of IESCO.

iv. Conference Services

1. IESCO supports the member organizations to launch international conferences, project evaluations and popularization activities on ecological safety, climate change and sustainable development in relevant countries. UNITY and International Ecology and Safety will have follow-up reports and media support.

2. The member organizations are authorized to participate in World Ecological Safety Council and conferences and activities held by IESCO in different countries.

3. The member organizations are authorized to participate in conferences and activities held by the magazines of UNITY and International Ecology and Safety in different countries.

v. Promotion Services

1. The member organizations higher than Standing Member Organizations have the right to apply for visits to foreign countries under the name of IESCO delegations.

2. The member organizations are authorized to promote their juridical persons and products on UNITY and International Ecology and Safety magazines and websites, and have free copies of certain amounts.

vi. Rights of Member Organizations at Different Levels

(i) The Chairperson and the Executive Chairperson of World Ecological Safety Council enjoy the same rights as those of the Co-Chairpersons of the IESCO presidium.

(ii) Chairperson Member Organization

1.    The organization enjoys the same rights as that of the members of IESCO presidium, and enjoys VIP treatment when attending large forums, conferences and other activities, international and domestic, organized by IESCO and participating in the opening ceremony, the general assembly, the awards dinner, the government receptions and theatrical performances, etc. during conferences, no more than 2 people from the organization enjoy VIP seats, free accommodations, transportation and visits.

2.    Members of the organization will be arranged to meet individually with international political VIPs, government leaders (above vice minister level), ambassadors to China and important entrepreneurs and to take photos with them.

3.    Members of the organization are given chances to deliver speeches at international conferences as appropriate; exhibition items and materials of the organization are placed at apparent positions in the venue.

4.    The organization is allowed to provide presswork and souvenirs to all media attending international conferences (contents and delivering ways should be approved by the secretariat of the conference).

5.    The organization can recommend reporters (no more than 3) to attend the conference.

6.    The logo or title of the organization can be put in the conference agenda.

7.    The organization can have access to the database of World Ecological Safety Council.

8.    The organization is provided with a platform to cooperate with governments or enterprises.

9.    IESCO arranges for the organization's leaders to meet with at least four political VIPs each year.

10.  On the basis of work arrangement, members of the organization can be invited to have a visit abroad with an IESCO delegation (at its own expense).

11.  With the permission of IESCO, the organization can visit IESCO member countries on behalf of IESCO (at its own expense).

12.  The organization can have 12 pages’ special report or interview in International Ecology and Safety arranged by IESCO according to the annual report plan (if the contents reported are over 10 pages, they should be divided and published in two issues or no more than three) .

13.  The organization can put up free advertisement on two special pages (inside front cover, inside back cover, back cover, home page, and advertising inserts, etc.) for five issues of International Ecology and Safety.

14.  IESCO is responsible for planning two free influential brand publicity and promotion activities for the organization. Program staffs from IESCO help with the operation and promotion in the whole process.

15.  The organization can have 30 free copies of International Ecology and Safety and UNITY magazines respectively for every issue after publication.

16.  The organization enjoys professional paid (preferential) ecological safety project appraisal by IESCO.

17.  An organization which acts as a chairperson organization for three consecutive years can be awarded “Award for Outstanding Contribution to World Ecological Safety”, and receives the certificate and medal awarded by UN leaders or political VIPs at an important international conference.

(iii) Vice Chairperson Member Organizations

1.    The organization enjoys the same rights as Deputy Director General of the executive committee of IESCO, and enjoys VIP treatment when attending large forums, conferences and other activities, international and domestic, organized by IESCO and participating in the opening ceremony, the general assembly, the awards dinner, the government receptions and theatrical performances, etc. during the conferences, no more than 1 person from the organization enjoys VIP seat, free accommodations, transportation and visits.

2.    Members of the organization will be arranged to meet individually with international political VIPs, government leaders (above vice minister level), ambassadors to China and important entrepreneurs and to take photos with them.

3.    Members of the organization will be given chances to deliver speeches at international conferences as appropriate; exhibition items and materials of the organization will be placed at apparent positions in the venue.

4.    The organization is allowed to provide presswork and souvenirs to all media attending the international conference (contents and delivering ways should be approved by the secretariat of the conference).

5.    The organization can recommend reporter (no more than 1) to attend the conference.

6.    The logo or title of the organization can be put in the conference agenda.

7.    The organization can have access to the database of World Ecological Safety Council.

8.    The organization is provided with a platform to cooperate with governments or enterprises.

9.    IESCO arranges for the organization leaders to meet with at least three political VIPs each year.

10.  On the basis of work arrangement, members of the organization can be invited to have a visit abroad with an IESCO delegation (at its own expense).

11.  The organization can have 10 pages’ special report or interview in International Ecology and Safety arranged by IESCO according to the annual report plan.

12.  The organization can put up free advertisement on one special page (inside front cover, inside back cover, back cover, home page, advertising inserts, etc.) for three issues of International Ecology and Safety.

13.  The organization can have 25 free copies of International Ecology and Safety and UNITY magazines respectively every issue after publication.

14.  IESCO is responsible for planning one free influential brand publicity and promotion activity for the organization. Program staffs from IESCO help with the operation and promotion in the whole process.

15.  The organization enjoys professional paid (preferential) ecological safety project appraisal by IESCO.

(iv) Standing Member Organizations

1.    The organization enjoys VIP treatment when attending conferences and other activities organized by IESCO.

2.    The organization can have 8 pages’ special report or interview in International Ecology and Safety arranged by IESCO according to the annual report plan.

3.    The organization can put up free advertisement on one special page (inside front cover, inside back cover, back cover, home page, advertising inserts, etc.) for two issues of International Ecology and Safety.

4.    The organization can have 20 free copies of International Ecology and Safety and UNITY magazines respectively every issue after publication.

5.    The organization enjoys professional paid (preferential) ecological safety project appraisal by IESCO.

6.    The organization can have access to the database of World Ecological Safety Council.

7.    The organization is provided with a platform to cooperate with governments or enterprises.

8.    The organization is to be invited to participate in large forums, conferences and other activities, international and domestic, organized by IESCO, and participating in the opening ceremony, the general assembly, the awards dinner, the government receptions and theatrical performances, etc. during the conferences, no more than one person from the organization enjoys VIP seats, free accommodations, transportation and visits.

9.    Members of the organization will be given chances to deliver speeches at international conferences as appropriate; exhibition items and materials of the organization will be placed at apparent positions in the venue.

10.  Members of the organization will be arranged to meet individually with international political VIPs, government leaders (above vice minister level), ambassadors to China and important entrepreneurs and to take photos with them.

3.    The organization is to be invited to participate in large forums, conferences and other activities, international and domestic, organized by IESCO. (at its own expense).

4.    The organization is allowed to provide presswork and souvenirs to all media attending the international conference (contents and delivering ways should be approved by the secretariat of the conference).

5.    The organization enjoys professional paid (preferential) ecological safety project appraisal by IESCO.

6.    The organization can have 5 free copies of International Ecology and Safety and UNITY magazines respectively every issue after publication.

 

Article XI: Exit

 

According to the application of the member organization, a member organization reserves the right to withdraw from the World Ecological Safety Council with the approval of IESCO presidium.

 

Chapter Six: Explanation

The right of explanation of the regulations of World Ecological Safety Council shall be vested in International Ecological Safety Collaborative Organization. These Regulations were examined and approved by the 1st session of the second plenary meeting of the IESCO Presidium and took effect from January 1, 2013.
