Consensus (Chengdu) on Ecological Safety, Human Development and Health

July 28-31, 2013

We delegates from China, the United States, Nepal, Japan, Singapore, Sudan, Malaysia, Nigeria, Mauritius, Samoa, South Sudan Somalia and Uganda,as well as the representatives of UN-Habitat, IESCO, Island Nations Federation for Ecological Safety, Universal Peace Federation, World Association of Non-Governmental Organization and other international organizations have attended “The 3rd Forum of Ecological Safety, Human Development and Health” in Taoyuan Holy City, Chengdu, China. On the basis of World Taoyuan Ecological Culture and Health Declaration released by “The Second International Ecological Safety and Elderly Health Forum in June, 2012, we hereby promulgate the following Consensus (Chengdu) on Ecological Safety, Human Development and Health. 

We believe that the root of Chinese traditional culture lies in “Taoism”. The ideas advocated by Lao-tzu, like “forget ourselves and our desires” “unity of human and heaven and Tao follows nature”, “governing by non-action”, “the supreme goodness is like water”, “respecting Tao and honoring virtues” are the fundamental principles of Taoism, and also the centralized reflection of the ecological awareness in Taoism thinking. Taoism thinking is a key part of the Chinese traditional culture and its profound ecological wisdom embodied in dealing with the relationship between human and nature is worth our attention.

We also believe that, the Daoism thinking of “Man follows earth, earth follows heaven, heaven follows Tao, and Tao follows nature” conveys that human’s development is according to the rules of nature and the two should rely on each other and co-exist peacefully. This thinking is the prerequisite to realize the harmonious development of human and nature and global ecological safety today. Taoism aims to reach the state of harmonious coexistence of human and nature and ecological balance, which plays a pivotal role in tackling modern ecological crisis.

We have noticed that over recent years, frequent outbreaks of global natural disasters and ecological crises seriously impacted the living space and health quality of human beings. We should maintain ecological safety, promote health preservation and foster ecological and healthy modes of production and consumption.

We appreciate the incorporation of ecological civilization into the CPC Party Platform at the 18th National People's Congress in 2012. The 18th National People's Congress puts forward new ideas for ecological safety construction, i.e. "to promote green, cyclic, and low-carbon development and to form a resource-conserving and environment-friendly spatial pattern, industrial structure, production mode and lifestyle so as to reverse the trend of ecological environment deterioration from the beginning, to create a better production and living environment for people and to contribute to the world ecological safety," and "to step up the implementation of the strategy of Development Priority Zones, and to construct a scientifically sound structure for urbanization, agricultural development and ecological safety", which provides a new mode for the living and peaceful development of human beings.

We support the series of activities of interfaith dialogues organized by World Fellowship Taoism and the World Interfaith Harmony Week within the UN framework. Worshiping nature, following nature, and realizing the harmonious co-existence of human and nature are not only key characteristics of Taoism thinking, but also the core of new thoughts on ecological safety.

We support that World Fellowship of Taoism to promote actively the exchange and transformation of the results in Taoism thinking and the academic researches of Taoism Medicals, in order to contribute to the well-being of mankind, push forward the construction of the international informationalization of Taoist thoughts and Taoism health-keeping, organize and launch philanthropy and social charity activities and enhance ecological safety and sustainable development.
