Jiang Mingjun and His delegation Attended the 8th General Assembly of ICAPP

(IESCO Colombo by Duan Ying and Fan Chunyan)On Sep. 19, the 8th General Assembly of International Conference of Asian Political Parties (ICAPP) hosted by the Sri Lanka Freedom Party (SLFP) and the United National Party (UNP) was held in Colombo in Sri Lanka. At the invitation of the secretariat of ICAPP, International Ecological Safety Collaborative Organization (IESCO) Director-General Jiang Mingjun, Deputy Director-General An Xueli and Shan Fengping attended the conference.

The conference was moderated by Minister of Health, General Secretary of the Sri Lanka Freedom Party and Chairman of the preparatory committee of the 8th General Assembly of ICAPP Hon. Maithripala Sirisena. Over 300 delegates from 77 political parties and observers in 32 countries in Asia and other region attended the conference and held discussion on Asia politics, and accelerated process of forming and improving the economic community. Delegates from political and observers delivered speeches on their respective functions and views on regional and international issues.

The UN Secretary-General Ban Ki-moon gave a video speech to congratulate the convening of the conference. He said, against the background featured by diverse ideologies, through surpassing the differences and collecting different voices of Asia together ICAPP had exerted great significance on building the new political and economical dimension in Asia.

President of Sri Lanka and Chairman of Sri Lanka Freedom Party HE. Mahinda Rajapaksa extended warm welcomes to the guests who came far away to attend the conference and said he was privileged and happy to host such a conference with such a diversity of political parties and observers. He mentioned that, many emerging trends in the world had sounded dangerous alarms to the entire Asia. Therefore, the Asian countries need to strengthen their cooperation to build an Asian community so as to solve latent dangers together and protect the sovereignty of Asian countries.

President of Maldives H.E. Abdulla Yameen Abdul Gayoom and his delegation attended the conference and delivered a speech on the obstacles in the development and the expectations for the future of Maldives. He hoped that ICAPP would continue to make new and important contribution towards peace and stability of Asian countries, erasing differences and scoping up regional fusion.

Deputy Prime Minister of Cambodia H.E. Sok An also made an important speech during the opening ceremony, introducing the great contribution Cambodia and Cambodia Peoples Party had done in accelerating the construction of Asian Community.

Founding president of ICAPP Hon. Jose de Venecia stressed that this conference marked the first joining-hand in terms of organizing conference of the two big antagonistic political parties of Sri Lanka, which represented a good example for the cooperation among political parties. Later on, ICAPP will continue to promote the mutual exchange and cooperation among all Asian political parties and regard the prosperity and stability of Asian region as its task. In addition, he also mentioned the approaches to create a green and ecological Asia.

Moreover, in the opening speeches of Hon. Jose de Venecia and H.E. Sok An, IESCO and IESCO Director-General Jiang Mingjun were highly spoken of to commend the remarkable contribution of IESCO in tackling climate change, preserving natural resource, resolving ecological crisis and promoting sustainable development. Jiang was the only individual mentioned in the speeches of the two.

This conference emphasizes two “first”: first, it is the first conference of ICAPP holding exchanges and dialogues among political parties centering around “building Asian Community”, and aiming to promote regional cooperation, strengthen regional democracy, and build an environment with sustained peace and common prosperity through the unique role and channel of political parties; second, it is the first time for the two rivalry political parties of Sri Lanka to hold a conference together. As the two largest major political parties with rivalry ideologies in the country, the two parties discard bias to show the importance of cooperation among political parties so as to to jointly build “Asian Community”.

The four-day conference composes six plenary sessions. According to the arrangement of the conference, the second conference of Women’s Wing and the third conference of the Youth’s Wing are convened to discuss the roles of young statesmen and stateswomen in building Asian community.

The conference has voted through an outcome document--the Colombo declaration. The participants reached an consensus that this meeting would contribute to the exchange and cooperation among political parties with differing ideologies,enhancing mutual understanding and trust and playing a positive role in further realizing the objectives of ICAPP.

As Director-General of an observer of ICAPP, Jiang Mingjun gave a keynote speech during the conference. He reviewed four important international conferences co-hosted by Global Political Parties Climate and Ecology Alliance (GPCEA)and IESCO since the 22nd standing committee of ICAPP held in Russia this may as well as the "UN Youth Empowerment ACtion PLan" which is in the process of implementation. He also emphasized the important roles of all counties and political parties in confronting all sorts of conflicts and ecological disasters. He said,strengthening fusion between east and west culture and responding to a chain of chanlleges through civilization dialogues are the basic precondition to solve confrontations among regions and countries and to reazie peace,recomciliation of mankind as well as societal harmony.

Among the other heads of state or political leaders attending the conference are former Deputy Prime Minister and Foreign Minister of Nepal H.E. Sujata Koirala, former Vice President of Iran Hon. Prof. Hassan Ghafouri Fard, Minister in the Office of Prime Minister of Malaysia, Member of Supreme Council of the Party, and Member of the ICAPP Standing Committee Hon. Dato Seri Shahidan Bin Kassim, former Prime Minister and Member of Parliament of Nepal Hon. Jhalanath Khanal, Vice Minister of International Department of Central Committee of CPC Chen Fengxiang, Deputy Chairman of the Committee on International Affairs, the Council of Russia Federation (Senate)Hon. Andrey Klimov,and a member of the Central Committee and Chairman of the Commission for External Relations of  Vietnam Hon. Hoang Binh Quan.

Since its founding, IESCO has been devoted to maintain a close partnership with ICAPP to tackle jointly climate change, resolve ecological and environmental crises and promote youth employment and achieve sustainable development. In Dec. 2010, IESCO was given the observer’s status with ICAPP. Chairman of ICAPP Hon. Jose de Venecia served as the co-chairman of IESCO since Dec.

Given the current grave climate situation and the great efforts IESCO had made in tackling climate change, since June 22, 2012, Director-General of IESCO Jiang Mingjun was appointed by ICAPP as the chairman of The Climate Change Committee of ICAPP.

In order to further give play to the role of political parties, especially the ruling parties in tackling climate change, resolving ecological crisis and preserving natural environment, the Global Parties Climate and Ecological Alliance (GPCEA) initiated on the 2013 ICAPP Xi'an meeting, is an international organization founded in New York in Dec. 2013 and approved by the 19th Standing Committee of International Conference of Asian Political Parties (ICAPP), 31st Plenary Meeting of The Permanent Conference of Political Parties of Latin America and the Caribbean (COPPPAL), the 2nd Plenary Meeting of Centrist Asia Pacific Democrats International (CAPDI) and the Plenary Meeting of Council of African Political Parties (CAPP). Jiang Mingjun serves as the president of GPCEA.
