Action One: State of China Urban Youth Report

Urban Youth Survey Project is a crucial part to the Youth Empowerment and Urban Ecological Safety and Action Programme of UN-Habitat. The Youth Empowerment and Urban Ecological Safety and Action Programme of UN-Habitat is an international action, aiming to protect and improve the lives of the youths who have been marginalized in urban life. Since this conception was first proposed at the 2nd Session of the Governing Council of UN-Habitat, UN-Habitat has been paying increasing attention to urban youths. After the 2nd Session of the Governing Council of UN-Habitat in 1996, countries’ understandings of urban youths and their needs have been deepened, and UN-Habitat decided to develop the strategy of youth empowerment. At the 20th Session of the Governing Council of UN-Habitat held in 2005, this strategy was passed and adopted. Since then, the strategy of “improving youths’ participation” proposed by UN- Habitat has provided the basis for the policy-making and actions of youth empowerment in various countries. This strategy has been implemented across the world, and made accomplishments in the following key aspects:

One-stop youth resources center: to cooperate with local governments and NGOs to provide space for youth-related services, information and urban activities led by youths.

Training for youths’ starting up encourages youths to be innovative and participate in youths’ entrepreneurship.

Urban Youth Report to record the practice and research based on actual situations and study the situations reflected by the report.

Urban Youth Fund to provide financial support for the projects initiated by youths in developing countries.

Youth 21 Action is a programme initiated by UN-Habitat, aiming to improve youths’ participation within the UN system, and a Special Advisor was appointed for youth issues. 

In order to strengthen its efficiency and support the standardization of proposal, Youth Empowerment Programme hopes to establish cooperation with several main partners on youth issues, and promote this programme in the global scope, and connect with more urban youths through the cooperation. In this spirit, UN-Habitat joined hands with IESCO to take charge of implementing youth empowerment programme in China and countries of Southeast Asia and Africa, and launch ecological safety projects.

“State of China Urban Youth Survey Report” initiatively makes a quantitative and comprehensive description of the values of Chinese youths, revealing the common features and differences of the values of Chinese youths (people aged from 18 to 30), constructing a model that is able to predicate the trend of change, and arouse society’s attention to youths’ values and beliefs.
