Jiang Mingjun’s Speech in the 31st Plenary Meeting of COPPPAL

Ecological Civilization and Ecological Safety are the Foundation of Nations’ Sustainable Development

Honored President,
Representatives, Ladies and Gentlemen,

On the occasion of the opening of the 31st Plenary Meeting of The Permanent Conference of Political Parties of Latin America and the Caribbean, please allow me to express my congratulations to the success of this meeting and gratitude to all the representatives and guests.

As the person in charge of the Global Parties Climate and Ecological Alliance Preparatory Committee, I hereby report Global Parties Climate and Ecological Alliance Rules for the deliberation of the Meeting.

Global Parties Climate and Ecological Alliance Rules

Chapter One: General Rules

Many observational data from UN agencies show that global warming has been the main feature of the changing global climate. Extreme weathers like hurricanes, rainstorms, droughts, mudslides, ice and snow and floods are becoming increasingly frequent. Disasters resulted from unsustainable and unscientific economic activities such as resource scarcity, deforestation, wetland degradation, land subsidence, ocean pollution, water pollution, air pollution, species extinction, toxic and harmful substance pollution have posed serious threats to national development and human survival. The disasters have not only changed the dynamics of world politics, but have also worsened regional conflicts and poverty, resulting in many ecological refugees and social instability. 

Focusing on world peace and development, International Conference of Asian Political Parties, the Permanent Conference of Political Parties of Latin America and the Caribbean, and Centrist Asia-Pacific Democrats International submitted the proposal that climate change, ecological safety, disaster prevention and mitigation, and sustainable development should be included in the governing strategy of the political parties at the sixth ICAPP in December, 2010. The 18th National Congress of Chinese Communist Party included the construction of ecological civilization and ecological safety in the basic five-in-one national policy of the Party’s Constitution, and proposed to construct national ecological security pattern to contribute to global ecological safety in November 2012. Thus Centrist Asia-Pacific Democrats International approved the establishment of Climate Change Committee of CAPDI in May 2011. International Conference of Asian Political Parties approved the establishment of Climate Change Committee of ICAPP in July 2012. The Permanent Conference of Political Parties of Latin America and the Caribbean approved the establishment of Climate Change Committee of COPPPAL in September 2012. The political parties have made positive contributions to climate change mitigation and adaptation, the promotion of climate negotiations and the acceleration of Kyoto Protocol’s implementation.

Climate Change Committee of CAPDI, Climate Change Committee of ICAPP, Climate Change Committee of COPPPAL and International Ecological Safety Collaborative Organization have jointly established the Global Parties Climate and Ecological Alliance to let political parties, especially ruling parties play their part in coping with climate change, solving ecological crisis and protecting the natural environment.

Chapter Two: Goals and Tasks

The Alliance works for the cooperation between political parties, parliaments and governments and mobilizing social factors to cope with climate change, maintain ecological safety and protect the natural environment.

  1. To enhance the governing ability of political parties, especially ruling parties, in tacking climate change, preserving ecological safety, protecting natural environment, urban disaster prevention/reduction to achieve world peace and sustainable development.
  2. To conduct research in international climate change, ecological safety polices, laws, planning and management system; promote low carbon technology and products, as well as other new technologies; carry out low carbon publicity, training and information dissemination, consultancies service as well as international exchanges and cooperation in low carbon area.
  3. To draw on the appealing and integrating ability of political parties, encourage political parties to guide governments to raise national consciousness on protecting the planet and tacking climate disasters, constantly inculcate people on information and measures of all kinds of disasters, change the unscientific and unrestrained economic development mode to ensure the life security and sustainability of human being.
  4. To  accelerate the growth of ecological, climate and green industries according to the conditions of different countries, and help countries in transition to innovate green development mode to achieve the balanced development of economy, environment and society.
  5. To help member countries to stipulate the development outlines and goals on climate change and ecological safety development as developing new energies is the effective path to achieve low carbon economy.
  6. To hold international conferences and international exhibits centering on climate change, ecological safety, disaster prevention/reduction and environmental safety and sustainable development; hold Global Parties Climate and Ecological Forum and International Expo every two years.
  7. To publish Climate Change and Ecological Safety magazines as well as books and videos relevant with the goals and principles.
  8. Global Parties Climate and Ecological Alliance will establish stable strategic partnership with UN ECOSOC, UN IPCC, UN Alliance of Civilizations, World Bank, Asian Development Bank and other agencies.

Chapter Three:  Entitlement and Obligation

1. The Alliance is entitled to make suggestions to its members on climate change, ecological safety, disaster prevention and alleviation, environmental safety and sustainable development, and to circulate notices on the existing problems;

2. The Alliance is entitled to establish research organizations and embranchments in its member nations in accordance with legal procedures;

3. The Alliance can decide its inner administration, staff formation, labor payment and welfares by itself;

4. The members of the Alliance are entitled to elect and be elected as the league presidium members;

5. The members of the Alliance are entitled to participate in the formulation of guiding principle and planning of the league and to attend other relative activities;

6. The members of the Alliance should consciously abide by the Alliance’s rules;

7. The members of the Alliance should pay membership dues punctually.

Chapter Four: The Presidium of the Alliance

1. The League Presidium is elected by founding organizations (2 from ICAPP, 2 from COPPPAL, 2 from CAPDI and 3 from IESCO, with four years’ term of office which can be served twice in maximum;

2. The Presidium consists of 9 persons (including co-president, executive chairperson, Director-General and Secretary-General);

Responsibilities of the Presidium

A secretariat is established by the Presidium to be mainly responsible for:

1. Carrying out the plans of the League and putting them into effect;

2. Implementing the organization setting, staff formation, financial budget and putting them into effect;

3. Holding the Global Parties Climate and Ecological Forum in the member states and other international conferences, expositions and seminars related to the Rules of the Alliance;

4. Enhancing  the cooperation between league members, advocating  ecological industry, climate industry and green industry, developing ecological economy, green economy and low carbon economy, promoting technical innovations, accelerating  economic transitions, and striving to achieve harmonious development of economy, ecology and society;

5. Enrolling members of the Alliance, setting up membership dues standard, serving the members vigorously and ensuring members’ legal rights and interests;

6. The Alliance’s secretariat opens an account in a bank, manages and governs total assets of the Alliance;

7. The Alliance’s secretariat works under the leadership of the presidium and is supervised by the presidium;

8. The Alliance sets regional offices and representatives in Beijing, New York, Mexico, Geneva, Manila and Sudan.

Chapter Five: Member Institutions of the Alliance

1. Political parties with the status of independent legal entities  ( ruling parties or opposition parties)

2. National and regional parliaments;
3. Nehposition partiesof thational governments and regional governments;
4. National think-tanks, national organizations, research institutions and universities;
5. Financial institutions and enterprise groups.

Chapter Six: Asset Management of the League

1. The assets of the league: buildings, office facilities and securities, etc.;

2. The source of assets: the dues paid and the property donated by the Alliance’s                              members, and the income from activities (consulting fees, consultant fees, appraisal  fees, identification fees and training fees, etc.);

3. Project funds allocated by professional institutions and the legitimate income

according to the Rules, etc.

Chapter Seven:  Formulation and Amendments of the Rules

1. The formulation of the Rules should be considered and approved by the plenary of           the Alliance’s Presidency;

2. The amendments and supplements of the Rules should be conducted according to relevant laws.

Representatives, ladies and gentlemen, the registration of Global Parties Climate and Ecological Alliance has been completed in New York, and we will accelerate the making progress of the 5-year development plan and the establishment of Alliance system, strengthen the cooperation with UN, international financial organizations, political parties, parliaments, government agencies, mobilize social forces, tackle extreme weathers, provide guidance in disaster and epidemic prevention for countries.

Recently, Xi Jinping, President of China stated during a visit to Kazakhstan that Ecological civilization construction is highly related to people’s welfare and the nation’s future. Currently, China has put ecological construction in a more prominent position. We want not only the ecological future but also a financial future, and we will never sacrifice the environment to chase the economy growth. We will leave a cleaner, healthier and more beautiful earth to the future generations.
