Climate Change, Human Health and Development

(Mount Heming) Consensus

Adopted at the plenary session on July 20, 2014

The Fourth Mount Heming International Health Forum organized by Global Parties Climate and Ecological Alliance (GPCEA), International Ecological Safety Collaborative Organization (IESCO) and China Foundation for International Studies, and hosted by World Fellowship of Taoism and China Chengdu • Enwei Group was held on July 19-20, 2014 in the Daoyuan Holy City, Chengdu, China. Under the theme of "Climate Change, Human Health and Development", the forum is of great significance for giving play to the party leadership, accelerating the process of United Nations climate negotiations, and realizing the goals of Post-2015 Sustainable Development Agenda.

Over 300 distinguished guests attended the forum, including international political leaders, experts and scholars from countries and regions like Russia, USA, India, Turkey, the Philippines, Malaysia, Nepal, Bangladesh, Pakistan, Mongolia, Ethiopia, France, Singapore, Hong Kong, Macao and Taiwan, as well as UN Offices and other international organizations. They had in-depth discussions on Strengthening Party Leadership in Response to the Climate Change and Ecological Crises; Constructing Ecological Civilization and Building Ecological Safety Landscape; Green Innovation and Post-2015 Sustainable Development Goals; the Universal Values of Ecological Safety and Taoism Thoughts; Change of Lifestyle is the Basis of Human Health; and Wisdom of Taoism's Longevity Preservation and Human Health and Development and reached the following consensus:

The conference appreciates that, China, as the biggest developing country, is the advocator and practitioner of Ecological Civilization. It puts ecological civilization in a prominent position in the process of rapid industrialization and urbanization, and has proposed to build a resource-saving and environmental-friendly society, which not only indicates a new development model for human survival, but also can be considered as practical contributions to the global ecological safety.

The conference reviewed the 2013 special meeting of ICAPP themed on "Promoting Green Development and Building a Beautiful Asia Together", which was held by International Department of the Central Committee of CPC and International Conference of Asian Political Parties (ICAPP) on May 29-30, 2013 in Xi'an, China. The "Global Parties Climate and Ecological Alliance" initiated in that meeting has drawn wide attention and support from political parties around the world. The conference paid close attention to and appreciated the concerted efforts made by the US Republican Party and the Democratic Party to join hands to fight against climate change and tackle ecological safety issues.

The conference holds that, the GPCEA co-founded by ICAPP, the Permanent Conference of Political Parties of Latin America and the Caribbean (COPPPAL), Council of African Political Parties (CAPP), Centrist Asia Pacific Democrats International (CAPDI), and IESCO is a pioneering move. It is of great strategic importance for strengthening leadership of political parties, protecting natural ecological environment and ecological safety, lowering the risks of climatic disasters, and realizing the Post-2015 Sustainable Development Goals.

The conference holds that, Mount Heming is the birthplace of the philosophical thinking of Lao-tse, whose classic--"Tao Te Ching"-- provides rich connotation for ecological civilization and safety. The core idea of Lao-tse philosophy is that, since man and nature is an organic body which is mutually connected, dependent and restricted, the anthropic utilization of natural resources should follow the principle of "scientifically development". However, the natural environment on which our survival is totally dependent is severely polluted, and the natural resources are excessively exploited and damaged. Human being should be highly alert, self-disciplined, respectful and grateful to care for our home earth and make the world natural, harmonious, peaceful and tranquil.

The conference holds that, the Under-Secretary-General of the United Nations Tegegnework Gettu, Co-Chairman of ICAPP José de Venecia, former Deputy Prime Minister of Nepal Sujata Koirala, Member of the Senate, Chairman of the Senate Defense Committee of Pakistan Mushahid Hussain Sayed, Member of the Senate, President of the National Party of Pakistan Sen. Hasil Bizenjo, Minister of Natural Resources and Environment of Malaysia Dato' Sri James Dawos Mamit, former Minister of Law, Justice and Parliamentary Affairs and Secretary of Legal Affairs of the Central Committee of Bangladesh Awami League Abdul Matin Khasru, Director of the UN-Habitat Regional Office for Africa Axumite Gebre-Egziabher, Chief of UN Inter-Agency Coordination, Global Parliamentarians and Trade Unions, UN-Habitat Markandey Rai, and Secretary-General of World Association of Non-Governmental Organizations Taj Hamad spoke highly of the forum, and proposed many innovative, visionary, and proposed strategic suggestions from the perspectives of humanity, history, economy, society, and education.

The conference holds that, "Tao Te Ching" of Lao-tse is not a branch of religion, but a basic principle inspiring people to seek humanity and recovering human's good nature, a common wisdom shared by the mankind and an effective way to solve ecological crises as well as all kinds of conflictions faced by human beings. Human is the best creation of nature, and nature is the cradle foundation for human survival. The harmonious co-existence of human in nature is the basic condition for the sustainable development of humanity. Human beings should take full care of and respect nature and let nature recuperate and buildup strength properly to realize sustainable utilization and sustainable development instead of constantly exploiting and damaging resources and excessively consuming the resource storage. It's a compelling obligation for our generation to make sure our offspring will have access to sufficient resources and a good environment. We should invariably respect nature, comply with nature, and protect it. Therefore, the ecological construction will keep on going forever but never complete.

The conference holds that, since the world has experienced a large-scale industrialization, the material wealth of human production has gone up unprecedentedly, while the natural ecology, resource and environment has also been depleted unprecedentedly. Problems like resource shortage, energy tension, environmental pollution and climate anomaly have made the traditional development model of human beings face unparalleled crisis. The global population is still increasing fast, the process of urbanization is still rapid, and the resource consumption, energy demand, and environment pressure is continuing to grow. Without sufficient management and countermeasures, the ecological system of earth will be hard to bear, and the serious outcomes will be inestimable and irreversible. Therefore, the conference calls upon political parties, parliaments (congresses) and governmental agencies to have adequate sense of urgency and crisis awareness and the entire social force to be mobilized into global government.

The conference holds that, under the condition of modern technology and information, great efforts should be taken to carry out scientific environmental treatment and ecological restoration by developing ecological economy, green economy, clean production, energy saving and emission reduction; to maintain good self-cleaning ability for ecological system while the economy keep growing rapidly. By solidly holding the concept of protecting natural environment is protecting productivity and improving natural environment is developing productivity, it is imperative to regard the improvement of favorable natural environment as the foundation of improving people's livelihood and work hard to blaze a sustainable development path of developed production, affluent life and better ecology.

The conference holds that, we should adhere to the balanced development of economic construction and ecological construction, of environmental protection and ecological restoration, of pollution control and resource saving and of strengthening mutual trust and international cooperation in order to build a home earth of blue sky, green land and clean water enhancement.

The conference reviewed the special session with the topic of "Ecological Safety and Technological Innovation" held by IESCO in Geneva on July 2, 2013, during the High-level Ministerial Meeting of UN Economic and Social Council and the one with the topic of "Sustainable Urbanization and Green Innovation" held by IESCO in UN Headquarter in New York on July 2, 2014, during the UN High-level Political Forum on Sustainable Development. Based on the above mentioned two sessions, the UN Youth Empowerment Program co-launched by UN-Habitat and IESCO, as well as this conference, the following constructive advices are made:

Firstly, all political parties, parliaments (congresses), governmental institutions should incorporate Lao-tse thinking into the actions of global government, making people aware of this eternally and immutable truth passed down by our ancestors from 2,600 years ago, since it goes beyond the boundary of territory, religion, ethnicity, skin color, and partisanship. The conference holds that, a country or a city should: first, cultivate a social atmosphere of uprightness, which includes speeding up the construction of ecological civilization, building ecological safety landscape and wholly improving the quality of the people; second, focus on the most basic and practical needs, which includes recovering the part of natural environment which is damaged and protecting those part which is not, altering the extensive mode of economy development, and rectifying the unscientific and unhealthy lifestyle to realize the harmonious development between man and nature; third, comply with the law of nature, which includes positively tackling the risks of extreme weathers, reducing the risks of climate and destructive disasters, doing good works on disaster prevention, rescue, evaluation, and post-disaster reconstruction. If the social atmosphere, the basic and practical needs and the law of nature are coordinated, damages will not occur, and without damages, the environment will be good and the air will be clean.

Secondly, to speed up the implementation of the UN Youth Empowerment Program, The Youth Empowerment Action includes: 1. to release the State of China Annual Urban Youth Survey Report; 2. to carry out training of ecological skills and technical training for youth; 3. to conduct Urban Ecological Safety Index Ranking within the framework of UN-Habitat; 4. to set up "United Nations Youth Innovation Award, including Youth Leadership Award, Youth Culture Award, Youth Education Award, Youth Science and Technology Award, Youth Entrepreneurship Award); 5. to launch UN-Habitat UE new media on mobile terminal. And 6. to launch the Education Love-Fund Program within developing countries.

Thirdly, to realize green development through industrial transformation is not only the essential way for resolving regional disparity and poverty, but also the only choice for realizing modern life pattern and better natural environment. The assessment of development result of outcomes should comprehensively consider material cost and ecological cost, that is to say should consider economic profits and ecological benefits as well to realize balanced development. Efforts should be made to grasp the trend of global green economic development, accelerate the optimization and upgrading of industrial structure and develop green, circular and low-carbon industry and renewable energy resources. To use value-based labor distribution system in a scientific way, strengthen the power of scientific and technological innovation, eliminate backward techniques and productivity with greater determination and pull the green growth by technology revolution.

Fourthly, un urgent task for all countries is to promote sustainable transformation of the use pattern of ecological resources by reform and to realize the conserving model of production and consumption by innovation. It needs to straighten out the relationship among markets, government and the public, enhance market-based reform and innovation, speed up the development of carbon trading market and deal with the problems of interest orientation for energy saving and emission reduction and low-carbon production through market mechanism. It also needs to improve policy guidance and the use of new material and new technology in the fields of green finance, green urbanization, green transportation, green construction and green energy, in order to reduce the emission of greenhouse gases and to build a clean society.

Fifthly, resource conservation and environmental protection need to be guaranteed by rigorous system and rules of law. It needs to strengthen the construction of the system of ecological civilization and lay a fundamental guarantee for it by strict institution norm, effective treatment system and severe legal restriction. For key links like assessment and evaluation, property rights and use control of natural resources, the red line of ecology, ecological compensation and the use of resources, innovation of ecological system and operational mechanism should be accelerated, so that natural resources and biodiversity could be protected. It needs to formulate more strict standards of energy saving, timber saving, water saving and land saving and regulate the behaviors of citizens, legal persons, social groups and governments by lawful, economic, technological and necessary administrative means.

Sixthly, protecting natural environment, promoting sustainable development and improving ecological construction needs joint efforts of governments, enterprises and the society. Government should focus on the formulation of sustainable development policies and provide policy guarantee for environmental protection and green development; enterprises should play the role of main body, adhere to green investment and pursue green growth; the public should highlight the ecological awareness, perform ecological responsibilities, practice ecological behaviors and voluntarily safeguard the ecological safety.

Seventhly, mankind has only one earth as common home. Facing the global environmental challenges, countries in the world need to work together and take concerted actions to protect the earth. All countries should proactively and more deeply take part in the global treatment and the process of Post-2015 Sustainable Development, seriously carry out international environment agreement and shoulder the principle of "common but differentiated responsibilities". They must insist on joint efforts to fight against climate change and tackle environmental and ecological crisis.

Eighthly, for the exploitation and utilization of natural resources, countries should observe the moral code of "interpersonal justice, international justice and intergenerational justice" for an orderly, temperate and proper use. They should promote scientific and technological innovation and international cooperation, especially in ecological economy, green industry and healthy industry.

The conference confirms that, the construction of ecological civilization relates to the wellbeing and future of human beings and also contains the historical opportunity for human development. The member states of the United Nations are formulating the Post-2015 Development Agenda and sustainable development goals, which will bring new energy to peaceful development. Countries should stick to the purposes of equality, mutual help, cooperation and win-win result in the spirit of being highly responsible for the people and mutual tolerance to make new contributions for achieving the human welfare.
